Q What is a Pre-Planning Consultation
The Planning and Development Act 2000 provides the facility for pre-application consultations with planning staff. Kilkenny Borough Council's aim in providing the pre-planning services is to give advice and assistance to potential applicants for planning permission.
Kilkenny Borough Council holds Planning Clinics to assist those with an interest in applying for planning permission (pre-application consultation) or in replying to requests for further information on existing planning applications.

During a pre-planning consultation, Planners will advise the person concerned of the issues involved in considering a planning application, including any requirements of the permission regulations and shall, as far as possible, indicate the relevant objectives of the Development Plan which may have a bearing on the decision of the Planning Authority.

It should be noted that advice given in good faith and without prejudice to the formal consideration of any subsequent planning application or to the performance by Kilkenny Borough Council of any of it's functions under the Planning Act or ancillary regulations. Article 247(3) of the Planning & Development Act 2000 states that "the carrying out of consultations shall not prejudice the performance by a Planning Authority of any other of its functions under this Act, or any regulations made under this Act and cannot be relied upon in the formal planning process or in legal proceedings".

Formal consideration of a planning application is necessarily more extensive than consideration given at the pre-application stage because of the requirement to consider any internal technical reports, e.g. environment section and the obligation of Kilkenny Borough Council to take submission from third parties and prescribed bodies into account in determining a planning application.

Prior Appointment Necessary

It is necessary to make a prior appointment to attend a Planning Clinic. Either the applicant, their technical advisor or their elected public representative may seek an appointment. Appointments will then be arranged with the applicant/intended applicant and their technical agent by staff at the numbers listed above and it is necessary to book at least three clear working days before the Clinic in order to attend on the designated day.
If it is not possible to facilitate attendance on the designated day then an appointment will be made for the following Clinic.
